CONSULTANT OPPORTUNITY: BASELINE SURVEY ON CLIMATE CHANGE ADAPTATION IN RURAL MONGOLIA

The Mongolian Red Cross Society (MRCS), in partnership with the International Federation of Red Cross and Red Crescent Societies (IFRC) under the Global Development and South-South Cooperation Fund (GDSSCF), is seeking a qualified consultant to design and implement a Baseline Survey on Climate Change Adaptation Knowledge among herder communities in Govi-Altai, Bayankhongor, Umnugovi, and Dundgovi provinces.

Objective

The consultant will assess:

• The knowledge and awareness of climate change and its impacts.

• Knowledge and awareness gaps and needs of climate change and its impacts.

• Knowledge of preparedness and capacity for early warning and disaster response.

• Community needs and priorities for climate change adaptation support.

 Scope of Work

• Design and pilot culturally appropriate survey tools.

• Develop and deliver training for 80 Red Cross volunteers.

• Supervise field data collection across eight rural communities.

• Analyze data and produce a comprehensive report with actionable recommendations.

Expected Deliverables

• Inception report

• Finalized survey tools

• Volunteer training sessions

• Field data collected and analyzed

• Draft and final baseline survey report

• Presentation of findings

Required Qualifications

• Advanced degree in climate change, environmental science, social sciences, or related fields.

• Proven experience in community-based baseline surveys, preferably in climate change adaptation or disaster risk reduction.

• Experience working with rural and vulnerable populations, especially herders.

• Strong quantitative and qualitative research skills.

• Excellent writing and communication abilities.

• Fluency in Mongolian; English is an advantage.

Duration and Location

• Duration: 11 weeks

• Location: Ulaanbaatar for planning and training; fieldwork in 2 soums from each Govi-Altai, Bayankhongor, Umnugovi, and Dundgovi province.
